SYNOPSIS

     Allows person with diabetes to voluntarily make notation on driver's license.

An Act concerning drivers licenses and supplementing Title 39 of the Revised Statutes. 

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The Chief Administrator of the New Jersey Motor Vehicle Commission shall provide with every new license, renewal license, identification card or renewal identification card the opportunity for a person to voluntarily designate that the person suffers from diabetes, is insulin dependent, and as a result may be susceptible to convulsive seizures. 

     b.    The designation indicating that a person is an insulin dependent diabetic pursuant to subsection a. of this section shall be done in accordance with procedures prescribed by the chief administrator.  The designation shall be displayed in print in a conspicuous form and manner on the license or identification card by substantially the following statement: "INSULIN DEPENDENT DIABETIC".  The designation shall be used exclusively by any law enforcement official or emergency medical professional to diagnose a person who has been rendered unable to communicate due to a diabetic seizure. 

 

     2.    This act shall take effect on the first day of the thirteenth month following enactment.

 

 

STATEMENT

 

     This bill requires the Motor Vehicle Commission (MVC), at the voluntary request of a licensee, to allow a driver's license to include a notation that the licensee suffers from diabetes, is insulin dependent and, as a result, may be susceptible to convulsive seizures.  The notation is to be used solely by law enforcement officials or emergency medical professionals to diagnose a person who has been rendered unable to communicate due to a diabetic seizure. 

     The notation will conspicuously display the statement "INSULIN DEPENDENT DIABETIC" and be displayed in a manner determined by the Chief Administrator of the MVC.
