CHAPTER 70

 

An Act concerning certain certification and credentialing fees for teachers.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Notwithstanding the provisions of N.J.S.18A:6-38, N.J.S.18A:6-41, N.J.A.C.6A:9B-5.6, or any other law, rule, or regulation to the contrary, for the period beginning July 1, 2023 and ending June 30, 2024, the State Board of Examiners shall waive the payment of fees for the following:

     a.     certificates of eligibility and certificates of eligibility with advanced standing, which include the provisional certificate and standard certificate;

     b.    emergency certificates;

     c.     substitute credentials;

     d.    renewal of emergency and provisional certificates;

     e.     name changes in the certification system;

     f.     evaluations of credentials to determine eligibility to take a particular State certification examination or to obtain information concerning qualifications for certification;

     g.    standard certificates issued without a prior provisional certificate;

     h.    the test score service fee for certificates that require a test;

     i.     letters sent in response to a candidate's written request to verify test scores no longer available from the testing company;

     j.     application fees for a qualifying academic certificate pursuant to N.J.S.18A:6-41;

     k.    administrative fees due upon completion of a State-approved administrator residency program;

     l.     administrative fees due upon completion of a Commissioner-approved certificate of eligibility educator preparation program for holders of an instructional certificate of eligibility; and

     m.   limited certificates of eligibility and certificates of eligibility with advanced standing in instructional areas, which include the provisional certificate and standard certificate.

 

     2.    This act shall take effect July 1, 2023 and shall expire on June 30, 2024, except the State Board of Examiner may take such anticipatory administrative action in advance as shall be necessary for the implementation of the act.
