SYNOPSIS

     Directs New Jersey Cybersecurity and Communications Integration Cell and Office of Information Technology to develop certain educational training and public awareness materials for consumers concerning personally identifiable information.

An Act concerning personally identifiable information and data privacy and protection for consumers and supplementing Title 52 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The New Jersey Cybersecurity and Communications Integration Cell, established pursuant to Executive Order No. 178 (2015) in the New Jersey Office of Homeland Security and Preparedness, in consultation with The Office of Information Technology, established pursuant to section 9 of P.L.2007, c.56 (C.52:18A-227), shall develop biennial educational training and public awareness materials for consumers in this State concerning personally identifiable information and how that information is collected, transmitted, processed, disclosed, and sold, by operators of Internet websites, mobile applications, virtual assistants, wireless speakers, and voice command devices. The educational training and associated materials shall be in forms determined by the New Jersey Cybersecurity and Communications Integration Cell, in consultation with the Office of Information Technology, shall include, but not be limited to:

     (1)   a mobile unit that shall be deployed to schools, libraries, public spaces, and public events so that representatives of the New Jersey Cybersecurity and Communications Integration Cell and Office of Information Technology may disseminate the information required pursuant to section a. of this section directly the public;

     (2)   best practices for consumers concerning the security and privacy of personally identifiable information on Internet websites, mobile applications, virtual assistants, wireless speakers, and voice command devices;

     (3)   methods consumers may use to protect or delete their personally identifiable information; and

     (4)   a comprehensive list of personally identifiable information and data privacy resources for consumers.

     b.    The information required pursuant to subsection a. of this section shall be made available, upon request, to any consumer in this State and shall be made available to the public by the New Jersey Cybersecurity and Communications Integration Cell on their Internet website.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the New Jersey Cybersecurity and Communications Integration Cell (NJCCIC), in consultation with the Office of Information Technology (OIT), to develop biennial educational training and public awareness materials for consumers in this State concerning personally identifiable information and how that information is collected, transmitted, processed, disclosed, and sold by operators of Internet websites, mobile applications, virtual assistants, wireless speakers, and voice command devices.

     The educational training and associated materials are to be in forms determined by the NJCCIC, in consultation with the OIT, and are to include, but are not limited to:

     1)    a mobile unit that is to be deployed to schools, libraries, public spaces, and public events so that representatives of the OIT or the NJCCIC may disseminate the information required by the bill directly the public;

     2)    best practices for consumers concerning the security and privacy of personally identifiable information on Internet websites, mobile applications, virtual assistants, wireless speakers, and voice command devices;

     3)    methods consumers may use to protect or delete their personally identifiable information; and

     4)    a comprehensive list of personally identifiable information and data privacy resources for consumers.

     The bill requires the NJCCIC to make available the public awareness materials, upon request, to any consumer in this State and are to be made available to the public by the NJCCIC on their Internet website.
