SYNOPSIS

     Establishes task force to preserve original Greystone Park Psychiatric Hospital main building.

An Act establishing a task force to ensure the preservation of the original Greystone Park Psychiatric Hospital main building.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  There is established a task force in the Department of Human Services, which shall develop a plan to ensure the preservation of the original Greystone Park Psychiatric Hospital main building in the Township of Parsippany-Troy Hills, Morris County.

     b.    The task force shall consist of 11 members as follows:

     (1)   the Commissioners of Human Services and Environmental Protection; the State Treasurer; the Mayor of the Township of Parsippany-Troy Hills, Morris County; the Director of the Board of Chosen Freeholders of Morris County; and the Chief Executive Officer of the Greystone Park Psychiatric Hospital; or their designees; who shall serve ex officio; and

     (2)   five public members, who shall be appointed by the Governor no later than the 60th day after the effective date of this act, as follows:  one person who is a member of the Morris County Historical Society; one person who is currently employed as a professional architect and has demonstrated familiarity with the history and architectural features of the original Greystone Park Psychiatric Hospital main building; one person upon the recommendation of the Mental Health Association in New Jersey; one person who is a former patient at the original Greystone Park Psychiatric Hospital; and one person who is a resident of Morris County or an adjacent county and is identified as being actively engaged in advocating for the preservation of the original Greystone Park Psychiatric Hospital main building.

     Vacancies in the membership of the task force shall be filled in the same manner provided for the original appointments.

     c.     The Commissioner of Human Services or the commissioner's designee shall serve as chairperson of the task force.  The task force shall organize as soon as practicable following the appointment of its members and shall select a vice-chairperson from among the members.  The chairperson shall appoint a secretary who need not be a member of the task force.

     d.    The public members shall serve without compensation, but shall be reimbursed for necessary expenses incurred in the performance of their duties and within the limits of funds available to the task force.

     e.     The task force shall be entitled to call to its assistance and avail itself of the services of the employees of any State, county or municipal department, board, bureau, commission or agency as it may require and as may be available to it for its purposes.


     f.     The task force may meet and hold hearings at the places it designates during the sessions or recesses of the Legislature.

     g.     The Department of Human Services shall provide staff support to the task force.

     h.     The task force shall report its plan for ensuring the preservation of the original Greystone Park Psychiatric Hospital main building, to the Governor, and to the Legislature pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), no later than six months after the initial meeting of the task force.

 

     2.    This act shall take effect immediately and shall expire upon the issuance of the task force report.

 

 

STATEMENT

 

     This bill establishes a task force in the Department of Human Services to develop a plan to ensure the preservation of the original Greystone Park Psychiatric Hospital main building in the Township of Parsippany-Troy Hills, Morris County.

     The bill provides specifically that:

     1) The task force is to consist of 11 members as follows:
