Bill Title: Amends the constitution to delete the requirement that registration for purposes of voting be completed at least ten days before election day and provides that laws be made to adequately safeguard against deception in the exercise of the right of suffrage; enables the legislature to enact legislation permitting persons to register to vote on election day and also to implement adequate safeguards against fraud.

                   CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
       proposing an amendment to section 5 of article 2 of the constitution, in
         relation to the ten day advance registration requirement
    1    Section 1. Resolved (if the Senate concur), That section 5 of  article
    2  2 of the constitution be amended to read as follows:
    3    S  5. Laws shall be made for ascertaining, by proper proofs, the citi-
    4  zens who shall be entitled to the right of suffrage hereby  established,
    5  and  for  the  registration  of  voters[;  which  registration  shall be
    6  completed at least ten days before each election] WITH SUCH PROVISION AS
    7  IN THE JUDGMENT OF THE LEGISLATURE  IS  ADEQUATE  TO  SAFEGUARD  AGAINST
    8  DECEPTION  IN  THE EXERCISE OF THE RIGHT OF SUFFRAGE.  Such registration
    9  shall not be required for town and village elections except  by  express
   10  provision of law.
   11    S  2. Resolved (if the Senate concur), That the foregoing amendment be
   12  referred to the first regular legislative session  convening  after  the
   13  next  succeeding  general  election  of members of the assembly, and, in
   14  conformity with  section  1  of  article  19  of  the  constitution,  be
   15  published for three months previous to the time of such election.
