        AN  ACT  to amend the mental hygiene law, in relation to the creation of
          an acute psychiatric bed registry
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  The mental hygiene law is amended by adding a new section
     2  9.65 to read as follows:
     3  § 9.65 Acute psychiatric bed registry.
     4    (a) The department shall develop  and  administer  a  web-based  acute
     5  psychiatric  bed registry to collect, aggregate, and display information
     6  about available acute beds in public and private  inpatient  psychiatric
     7  facilities and public and private residential crisis stabilization units
     8  to  facilitate  the identification and designation of facilities for the
     9  temporary detention and treatment of individuals who meet  the  criteria
    10  for temporary detention pursuant to this article.
    11    (b) The acute psychiatric bed registry created pursuant to subdivision
    12  (a) of this section shall:
    13    1.  Include descriptive information for every public and private inpa-
    14  tient psychiatric facility and every public or private crisis stabiliza-
    15  tion unit in the state, including contact information for the facility;
    16    2. Provide real-time information about the number of beds available at
    17  each facility and, for each available bed, the type of patient that  may
    18  be  admitted,  the level of security provided, and any other information
    19  that may be necessary to  allow  employees  or  designees  of  community
    20  services  boards  and  employees  of  psychiatric facilities to identify
    21  appropriate facilities for detention and treatment  of  individuals  who
    22  meet the criteria for temporary detention pursuant to this article; and
    23    3.  Allow  employees  and  designees  of community services boards and
    24  employees of psychiatric facilities to perform searches of the  registry

     1  to  identify  available  beds that are appropriate for the detention and
     2  treatment of individuals who meet the criteria for temporary detention.
     3    (c)  Every state facility, community services board, behavioral health
     4  authority, and private provider licensed by the department shall partic-
     5  ipate in the acute psychiatric  bed  registry  established  pursuant  to
     6  subdivision  (a)  of  this  section and shall designate an individual to
     7  submit information for inclusion in the acute psychiatric  bed  registry
     8  and  serve as a point of contact for addressing requests for information
     9  related to data reported to the acute psychiatric bed registry. Informa-
    10  tion reported to the acute psychiatric bed registry shall be updated  at
    11  least daily.
    12    § 2. This act shall take effect on the one hundred eightieth day after
    13  it shall have become a law.
