        AN  ACT  to amend the social services law, in relation to the authorized
          representative of an eligible recipient of SNAP benefits
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1. Paragraph (b) of subdivision 7 of section 95 of the social
     2  services law, as separately amended by chapter 41 and section 3 of  part
     3  A of chapter 57 of the laws of 2012, is amended to read as follows:
     4    (b)  For the purposes of this subdivision, "authorized representative"
     5  shall be defined in regulations promulgated by  the  commissioner.  Such
     6  regulations  shall  include but not be limited to permitting an eligible
     7  recipient to authorize  third  party  software  applications,  including
     8  those  not  developed  in  contract with any state or federal agency, to
     9  have the ability to access the benefit information  of  such  recipient,
    10  including but not limited to, his or her account balance and transaction
    11  history.
    12    §  2.  This  act shall take effect on the ninetieth day after it shall
    13  have become a law.    Effective  immediately,  the  addition,  amendment
    14  and/or repeal of any rule or regulation necessary for the implementation
    15  of this act on its effective date are authorized and directed to be made
    16  and completed on or before such effective date.
