        AN ACT to amend the vehicle and traffic law, in relation to  eliminating
          the  one-time  service  charge  for  the  issuance of military license
          plates
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Subdivision 1-a of section 404 of the vehicle and traffic
     2  law, as amended by chapter 103 of the laws of 2016, is amended  to  read
     3  as follows:
     4    1-a.  The  commissioner  may issue special number plates to applicants
     5  who are members of veterans organizations in the same  manner  as  other
     6  number  plates  are  issued  pursuant to this article provided, however,
     7  that no one-time service charge or renewal fee shall be charged for such
     8  plates. Such special number  plates  shall  be  issued  only  upon  [(a)
     9  payment  of  a one-time service charge of ten dollars in addition to the
    10  regular registration fee prescribed by section four hundred one of  this
    11  article, and (b)] submission of proof, satisfactory to the commissioner,
    12  that  the  applicant  is presently a member of the veterans organization
    13  for which such plate is requested.   Such membership shall  be  verified
    14  annually  by the applicant. Application for such plates shall be made in
    15  accordance with regulations promulgated by the commissioner with respect
    16  to the issuance  of  such  plates.    Provided,  however,  that  nothing
    17  contained  herein shall be deemed to supersede the provisions of section
    18  four hundred four-d, four hundred  four-e,  four  hundred  four-h,  four
    19  hundred  four-i,  four hundred four-j, four hundred four-k, four hundred
    20  four-p or four hundred-aa of this article.
    21    § 2. Subdivision 3 of section 404-d of the vehicle and traffic law, as
    22  amended by chapter 415 of the laws  of  2001,  is  amended  to  read  as
    23  follows:

     1    3. A distinctive plate issued pursuant to this section shall be issued
     2  in  the  same manner as other number plates [upon payment of the regular
     3  registration fee prescribed by section four hundred one of this article]
     4  provided, however, that [an additional one-time service  charge  of  ten
     5  dollars]  no one-time service charge or renewal fee shall be charged for
     6  such plate.
     7    § 3. Subdivision 3 of section 404-h of the vehicle and traffic law, as
     8  amended by chapter 415 of the laws  of  2001,  is  amended  to  read  as
     9  follows:
    10    3. A distinctive plate issued pursuant to this section shall be issued
    11  in  the  same manner as other number plates [upon payment of the regular
    12  registration  fee  prescribed  by  section  four  hundred  one  of  this
    13  article], provided, however, that [an additional one-time service charge
    14  of  ten  dollars]  no  one-time  service  charge or renewal fee shall be
    15  charged for such plate.
    16    § 4. Subdivision 4 of section 404-j of the vehicle and traffic law, as
    17  amended by chapter 415 of the laws  of  2001,  is  amended  to  read  as
    18  follows:
    19    4.  Fee.  [A  special  plate  and registration issued pursuant to this
    20  section shall be issued upon payment of  the  regular  registration  fee
    21  prescribed  by section four hundred one of this article provided, howev-
    22  er, that an additional one-time service charge of ten dollars]  No  one-
    23  time service charge or renewal fee shall be charged for such plate.
    24    § 5. Subdivision 3 of section 404-k of the vehicle and traffic law, as
    25  amended  by  chapter  415  of  the  laws  of 2001, is amended to read as
    26  follows:
    27    3. A distinctive plate issued pursuant to this section shall be issued
    28  in the same manner as other number plates [upon payment of  the  regular
    29  registration  fee  prescribed  by  section  four  hundred  one  of  this
    30  article], provided, however, that [an additional one-time service charge
    31  of ten dollars] no one-time service  charge  or  renewal  fee  shall  be
    32  charged for such plate.
    33    § 6. Subdivision 3 of section 404-v of the vehicle and traffic law, as
    34  added by chapter 389 of the laws of 2004, is amended to read as follows:
    35    3. A distinctive plate issued pursuant to this section shall be issued
    36  in  the  same manner as other number plates [upon payment of the regular
    37  registration fee prescribed by section four hundred one  of  this  arti-
    38  cle],  provided, however, that [an additional one-time service charge of
    39  ten dollars] no one-time service charge or renewal fee shall be  charged
    40  for  such  plate.  Provided,  however, that one year after the effective
    41  date of this section funds in the amount of five thousand dollars, or so
    42  much thereof as may be available, shall be allocated from such funds  to
    43  the  department  to  offset costs associated with the production of such
    44  license plates.
    45    § 7. Subdivision 3 of section 404-w of the vehicle and traffic law, as
    46  added by chapter 105 of the laws of 2005, is amended to read as follows:
    47    3. A distinctive plate issued pursuant to this section shall be issued
    48  in the same manner as other number plates [upon payment of  the  regular
    49  registration  fee  prescribed  by section four hundred of this article],
    50  provided, however, that [an additional one-time service  charge  of  ten
    51  dollars]  no one-time service charge or renewal fee shall be charged for
    52  such plate.
    53    § 8. Subdivision 4 of section 404-w of the vehicle and traffic law, as
    54  added by chapter 493 of the laws of 2005, is amended to read as follows:
    55    4. A distinctive plate issued pursuant to this section shall be issued
    56  in the same manner as other number plates [upon payment of  the  regular

     1  registration  fee  prescribed  by  section  four  hundred  one  of  this
     2  article], provided, however, that [an additional one time service charge
     3  of ten dollars] no one-time service  charge  or  renewal  fee  shall  be
     4  charged for such plate.
     5    §  9.  This  act shall take effect on the thirtieth day after it shall
     6  have become a law.
