       AN ACT to amend the general city law, in relation to residential  quali-
         fications  for  service on the examining board of plumbers in the city
         of Middletown
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Section 43 of the general city law, as amended by chapter
    2  520 of the laws of 2003, is amended to read as follows:
    3    S 43. Qualifications. All members of such board shall be citizens  and
    4  actual  residents  of  the cities in which they are appointed, except in
    5  the city of Niagara Falls where such members shall be citizens and actu-
    6  al residents of the county wherein the city is  situated,  THE  CITY  OF
    7  MIDDLETOWN  WHERE SUCH MEMBERS SHALL EITHER BE CITIZENS AND ACTUAL RESI-
    8  DENTS OF THE COUNTY WHEREIN THE CITY IS SITUATED OR  ANYWHERE  WITHIN  A
    9  TWENTY-FIVE  MILE  RADIUS  OF SUCH CITY WITHIN THIS STATE, and except in
   10  the city of Corning where such members  shall  be  citizens  and  actual
   11  residents  of  the county wherein the city is situated or in an abutting
   12  or adjacent county, and except in  the  city  of  Rochester  where  such
   13  members shall be citizens and actual residents of the county wherein the
   14  city is situated, and except in the city of Watertown where such members
   15  shall be citizens and actual residents of the county wherein the city is
   16  situated.  Provided  however, in any city with a population of less than
   17  twenty-five thousand, or in any city which has  less  than  four  master
   18  plumbers, such members may be residents of the county or counties where-
   19  in the city is situated.
   20    S  2. This act shall take effect on the first of January next succeed-
   21  ing the date on which it shall have become a law.
