        Introduced  by  M. of A. GRAY -- read once and referred to the Committee
          on Education

        AN ACT to amend the education law, in relation  to  permitting  teachers
          licensed in another state to teach in New York while completing state-
          specific teaching certification or licensure requirements

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 3004 of the education law is amended  by  adding  a
     2  new subdivision 1-b to read as follows:
     3    1-b.  Notwithstanding any law, rule or regulation to the contrary, any
     4  teacher licensed in another state who has taught for a  minimum  of  two
     5  years in such state shall be permitted to teach in the state of New York
     6  while  completing  state-specific  teaching  certification  or licensure
     7  requirements, provided that applicants shall have one year  to  complete
     8  such requirements from the date such applicant commenced teaching in New
     9  York.  If  such  applicant  fails to complete all necessary requirements
    10  within such one-year period, such applicant shall not  be  permitted  to
    11  teach  within  the state until such requirements are fulfilled and proof
    12  of such is provided to the department. The commissioner shall promulgate
    13  any rules or regulations necessary to effectuate the provisions of  this
    14  subdivision.
    15    § 2. This act shall take effect immediately.
