          tee on Health

        AN ACT to amend the social services law, in relation  to  directing  the
          development  of  a demonstration program to authorize individuals aged
          sixteen and seventeen to be consumer directed personal assistants; and
          providing for the repeal of such provisions upon expiration thereof

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Section  365-f  of  the social services law is amended by
     2  adding a new subdivision 3-a to read as follows:
     3    3-a. (a) The commissioner  is  directed  to  develop  a  demonstration
     4  program  to authorize individuals aged sixteen and seventeen, who are in
     5  compliance with section one hundred thirty-two of the labor law,  to  be
     6  consumer directed personal assistants under the instruction, supervision
     7  and  direction  of a consumer or consumer's designated representative in
     8  the consumer directed  personal  assistance  program  pursuant  to  this
     9  section.
    10    (b)  An  individual  serving as a consumer directed personal assistant
    11  pursuant to the demonstration program developed under this section shall
    12  not be authorized to work more than eight hours a day, six days a week.
    13    § 2. This act shall take effect immediately and shall  expire  and  be
    14  deemed repealed three years after such date.
