        AN ACT to amend the executive law, in relation to a  comprehensive  plan
          and  operational  guidelines  to promote veteran-owned business enter-
          prises
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  The article heading of article 17-B of the executive law,
     2  as added by chapter 22 of the laws  of  2014,  is  amended  to  read  as
     3  follows:
     4         PARTICIPATION BY [SERVICE-DISABLED] VETERANS WITH RESPECT TO
     5                               STATE CONTRACTS
     6    § 2. Section 369-h of the executive law, as added by chapter 22 of the
     7  laws of 2014, is amended to read as follows:
     8    §  369-h.  Definitions.  As  used in this article, the following terms
     9  shall have the following meanings:
    10    1.  "Certified  service-disabled  veteran-owned  business  enterprise"
    11  shall mean a business enterprise, including a sole proprietorship, part-
    12  nership, limited liability company or corporation that is:
    13    (a)  at  least fifty-one percent owned by one or more service-disabled
    14  veterans;
    15    (b) an enterprise in which such service-disabled veteran ownership  is
    16  real, substantial, and continuing;
    17    (c) an enterprise in which such service-disabled veteran ownership has
    18  and  exercises  the  authority  to  control independently the day-to-day
    19  business decisions of the enterprise;
