GRIFFIN -- read once and referred to the Commit- tee on Environmental Conservation AN ACT to amend a chapter of the laws of 2021 directing the department of environmental conservation and other state departments and agencies to conduct a study on the quality of life and human health impacts at John F. Kennedy international airport and LaGuardia airport, as proposed in legislative bills numbers S. 966-B and A. 2140-B, in relation to the study on the quality of life and human health impacts at John F. Kennedy international airport and LaGuardia airport The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 1 of a chapter of the laws of 2021 directing the 2 department of environmental conservation and other state departments and 3 agencies to conduct a study on the quality of life and human health 4 impacts at John F. Kennedy international airport and LaGuardia airport, 5 as proposed in legislative bills numbers S. 966-B and A. 2140-B, is 6 amended to read as follows: 7 Section 1. [The] To the extent practicable under and consistent with 8 state and federal law, the department of [environmental conservation] 9 health, [with the assistance of] in consultation with the department of 10 [health] environmental conservation, the department of transportation, 11 and any other state agencies the governor deems appropriate, shall 12 conduct a study describing the [environmental,] noise[,] and human 13 health impacts, including asthma, caused by runways, including new 14 runways, and air traffic at John F. Kennedy international airport and 15 LaGuardia airport. In conducting this study, such departments and state 16 agencies shall monitor actual noise levels experienced in 2022 and 2023 17 and shall pay particular attention to the impact of noise pollution [and18air pollution including but not limited to volatile organic compounds19and nitrogen dioxide, particulate matter 2.5, ultrafine particulates,20black carbon,] and fluids by aircraft, and similar factors on the quali- 21 ty of life and health of persons who live under and adjacent to flight 22 paths used by aircraft at John F. Kennedy international airport and 23 LaGuardia airport. LBD03797-10-2A. 8747 2 1appropriated in chapter 54 of the laws of 2021 for such purposes.] The 2 department of [environmental conservation] health shall deliver a writ- 3 ten report of its findings, which shall include all raw and aggregate 4 data, and any recommendations to the governor and the legislature on or 5 before March 31, 2024. 6 § 2. This act shall take effect on the same date and in the same 7 manner as a chapter of the laws of 2021, directing the department of 8 environmental conservation and other state departments and agencies to 9 conduct a study on the quality of life and human health impacts at John 10 F. Kennedy international airport and LaGuardia airport, as proposed in 11 legislative bills numbers S. 966-B and A. 2140-B, takes effect.
