        Introduced by M. of A. KELLES -- read once and referred to the Committee
          on  Children  and  Families  --  committee  discharged,  bill amended,
          ordered reprinted as amended and recommitted to said committee

        AN ACT to amend the executive law, in relation to requiring  the  office
          of children and family services to submit an annual report about juve-
          nile recidivism and cost of juvenile incarceration

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The executive law is amended by adding a new section  501-i
     2  to read as follows:
     3    § 501-i. Annual  report. 1. The office of children and family services
     4  shall complete and submit a report to the governor, the speaker  of  the
     5  assembly,  the temporary president of the senate, and the minority lead-
     6  ers of the assembly and senate,  with  the  first  report  due  February
     7  first,  two  thousand  twenty-three and annually thereafter. Such report
     8  shall contain the following information:
     9    (a) the recidivism rate for juvenile delinquents, juvenile  offenders,
    10  youthful offenders and adolescent offenders, and the sentence imposed on
    11  each such offender for each new case against such offender;
    12    (b) the age, race, and socioeconomic status of incarcerated youth;
    13    (c)  the  annual cost of placement for youth who have been adjudicated
    14  as juvenile delinquents,  juvenile  offenders,  youthful  offenders  and
    15  adolescent offenders, disaggregated by type of facility; and
    16    (d)  the  duration of time that youth are held pretrial and the annual
    17  cost of pretrial detention for juvenile delinquents, juvenile offenders,
    18  youthful offenders and adolescent offenders.
    19    2. The report required pursuant to subdivision  one  of  this  section
    20  shall  be  published  on  the  office  of  children and family services'
    21  website no later than February first of each year.
    22    § 2. This act shall take effect immediately.
