STATE OF NEW YORK ________________________________________________________________________ 9106 IN ASSEMBLY January 31, 2022 ___________ Introduced by M. of A. PAULIN -- read once and referred to the Committee on Transportation AN ACT to authorize the study of aviation ownership and flight oper- ations by the department of transportation The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. The department of transportation is hereby authorized 2 and directed to conduct a study of general aviation ownership and flight 3 operations by residents of the state. Such study shall: 4 (a) identify trends in general aviation aircraft in New York, includ- 5 ing but not limited to registration and numbers of flight operations by 6 state residents and non-residents operating in the state; 7 (b) compile accident and crash statistics, estimate the associated 8 direct and indirect costs of general aviation incidents, and measure the 9 relative safety of general aviation operations in the state to other 10 modes of transportation; and 11 (c) compile information relating to general aviation ownership flight 12 operations in other states to identify measures that can be taken to 13 improve safety of residents and non-residents owning or operating a 14 general aviation aircraft within this state. 15 2. No later than two years after the effective date of this act, the 16 department of transportation shall submit to the governor and the legis- 17 lature a report on general aviation as described in subdivision 1 of 18 this section. 19 § 2.
