          Committee on Transportation
        AN ACT to amend the vehicle and traffic law,  in  relation  to  imposing
          points on a person's license for failing to wear a safety belt
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Section 1229-c of the vehicle and traffic law is amended by
     2  adding a new subdivision 14 to read as follows:
     3    14. Every person convicted of a second violation of this section,  and
     4  for  each subsequent violation thereafter, shall be subject to a penalty
     5  in the form of at  least  two  points  against  such  person's  driver's
     6  license.
     7    §  2. This act shall take effect on the first of January next succeed-
     8  ing the date on which it shall have become a law.  The  commissioner  of
     9  motor  vehicles  shall promulgate rules and regulations as are necessary
    10  to effectuate the implementation of this act and shall assign points for
    11  violations of subdivision 14 of section 1229-c of the vehicle and  traf-
    12  fic law as added by section one of this act.
