       AN ACT in relation to establishing a task force to study and  report  on
         the feasibility of a cigarette filter recycling program; and providing
         for the repeal of such provisions upon expiration thereof
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. A three member task force is hereby established  to  assess
    2  the  feasibility,  economic and public health impacts, and effectiveness
    3  of a mandatory and/or voluntary cigarette filter recycling program.
    4    S 2. The task force shall be comprised of the commissioners of econom-
    5  ic development, public health, and environmental conservation,  who  may
    6  designate representatives to act on their behalf.
    7    S  3.  The  task  force  shall  meet as frequently as its business may
    8  require and members of the task force shall receive no compensation  for
    9  their services, but shall be allowed their actual and necessary expenses
   10  incurred in performance of their duties.
   11    S  4. (a) The task force shall conduct a public hearing in each region
   12  of the state and solicit public commentary on the feasibility,  economic
   13  and  public  health  impacts,  and  effectiveness  of a mandatory and/or
   14  voluntary cigarette filter recycling program. Provision  shall  be  made
   15  for  the solicitation of interested parties and experts in the fields of
   16  environmental conservation and public health.
   17    (b) Notice of such hearings shall, not less than two  weeks  prior  to
   18  the  scheduled  date, be posted conspicuously and printed in a newspaper
   19  or newspapers having general circulation within the region in which such
   20  hearing shall be held.
   21    S 5. The task force shall provide a report to  the  governor  and  the
   22  legislature on or before January 1, 2014. Such report shall include:
   23    (a)  the general feasibility of both mandatory and voluntary cigarette
   24  filter recycling programs and any other information and  concerns  gath-
   25  ered  from  the public hearing required pursuant to section four of this
   26  act; and

    1    (b) recommendations for  both  a  voluntary  and  mandatory  cigarette
    2  filter recycling programs.
    3    S  6.  This  act shall take effect immediately and shall expire and be
    4  deemed repealed on January 1, 2014.
