          Committee on Governmental Operations

        AN ACT to amend the executive law and  the  general  municipal  law,  in
          relation  to  requiring  regular briefings for all state and municipal
          agencies

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. The executive law is amended by adding a new section 164-e
     2  to read as follows:
     3    § 164-e. Mandatory briefings for state agencies. 1. Every state agency
     4  shall regularly undergo mandatory briefings.
     5    2. Such briefings shall include, but not be limited to:
     6    (a) updates on projects;
     7    (b) financial disclosures;
     8    (c) performance metrics;
     9    (d) avenues for public engagement;
    10    (e) provisions for accessibility, such as live streaming  or  recorded
    11  videos; and
    12    (f) oversight mechanisms and penalties for non-compliance.
    13    § 2. The general municipal law is amended by adding a new section 30-b
    14  to read as follows:
    15    § 30-b. Mandatory briefings for municipal agencies. 1. Every municipal
    16  agency shall regularly undergo mandatory briefings.
    17    2. Such briefings shall include, but not be limited to:
    18    (a) updates on projects;
    19    (b) financial disclosures;
    20    (c) performance metrics;
    21    (d) avenues for public engagement;
    22    (e)  provisions  for accessibility, such as live streaming or recorded
    23  videos; and
    24    (f) oversight mechanisms and penalties for non-compliance.
    25    § 3. This act shall take effect immediately.
