          Committee on Local Governments
        AN ACT to amend the general municipal law, in relation to the establish-
          ment of lists of qualified bidders based upon the bidders'  commitment
          to working with emerging business enterprises
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Subparagraph (iv) of paragraph (a)  of  subdivision  15  of
     2  section  103  of  the  general municipal law, as added by section 1-a of
     3  part MM of chapter 57 of the  laws  of  2008,  is  amended  to  read  as
     4  follows:
     5    (iv)  the prospective bidder's compliance with equal employment oppor-
     6  tunity  requirements  and  anti-discrimination  laws,  and  demonstrated
     7  commitment  to  working  with  minority  and  women-owned businesses and
     8  emerging business enterprises, as defined by local law or  ordinance  of
     9  the  political  subdivision,  through  joint  ventures  or subcontractor
    10  relationships; and
    11    § 2. This act shall take effect immediately.
