       AN ACT to amend the  education  law,  in  relation  to  school  district
         reserve funds and school budgets
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 3651 of the education law is amended  by  adding  a
    2  new subdivision 5-a to read as follows:
    3    5-A.    ANY  PROPOSITION  FOR THE EXPENDITURE OF RESERVE FUNDS FOR THE
    4  PURPOSES OF REDUCING REAL PROPERTY TAX LEVIES  BY  ANY  SCHOOL  DISTRICT
    5  SHALL  BE  INCLUDED  IN  ANY  SUBSEQUENT BUDGET PROPOSALS OR CONTINGENCY
    6  BUDGETS FOR ANY GIVEN SCHOOL YEAR.
    7    S 2. This act shall take effect immediately.
