        COMMENDING  ex-Captain  Robert  Player, Lieutenant
        Shoshana Weiner and ex-Captain Meyer Adler upon  the
        occasion  of  their  designation  as recipients of a
        Liberty Medal, the highest honor  bestowed  upon  an
        individual by the New York State Senate

  WHEREAS,  Citizens  across the State of New York are inspired by and
indebted to our noble firefighters who exhibit courage and bravery every
day in the course of their duties; and

  WHEREAS, New York State firefighters exemplify the  power  of  human
compassion  and  the  strength of the American spirit through actions of
the  most  heroic  magnitude;  their  sacrifices  and   their   selfless
dedication  merit  tribute and recognition by all citizens of this great
Nation; and

  WHEREAS, This Legislative Body is justly proud to commend ex-Captain
Robert Player, Lieutenant Shoshana Weiner  and  ex-Captain  Meyer  Adler
upon the occasion of their designation as recipients of a Liberty Medal,
the  highest  honor  bestowed  upon  an individual by the New York State
Senate; and

  WHEREAS, The New York State Senate Liberty Medal was established  by
Resolution  and  is  awarded  to  individuals  who  have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf  of
their fellow New Yorkers; and

  WHEREAS,  On  December  21,  2018, ex-Captains John Kelly and Robert
Player were performing routine activities on the  second  floor  of  the
Lawrence-Cedarhurst  Fire  Department  when  suddenly,  without warning,
ex-Captain John Kelly's face turned purple; and

  WHEREAS, Realizing the severity of the situation, ex-Captain  Robert
Player  immediately  summoned  help  from Lieutenant Shoshana Weiner and
ex-Captain Meyer Adler, who raised the alarm over the  department  radio
requesting  advanced  life  support  (ALS) mutual aid resources from the
Woodmere and Inwood  Fire  Departments,  as  well  as  Rockaway-Lawrence
Hatzolah Volunteer Ambulance Corps; and

  WHEREAS,  After  a  quick  assessment,  these  three  members of the
Lawrence-Cedarhurst Fire Department determined ex-Captain John Kelly was
in cardiac arrest and immediately began CPR; compressions were initiated
within one minute of the victim's collapse; and

  WHEREAS, Without  interrupting  compressions,  these  brave  members
rapidly  placed  ex-Captain John Kelly on the AED, during which time one
shock was delivered; at this crucial point, Lieutenant  Shoshana  Weiner
and ex-Captain Meyer Adler retrieved additional lifesaving equipment and
began ALS interventions as the first mutual aid resources arrived; and

  WHEREAS,  After  placing  ex-Captain  John  Kelly on the Lifepak and
performing a manual pulse check, Lieutenant Shoshana  Weiner  determined

his  pulse  had  returned; compressions were then disconnected while the
members continued with ventilations and ALS interventions; and

  WHEREAS,   Once  all  necessary  on  scene  ALS  interventions  were
complete, ex-Captain John Kelly was packaged by his  brothers  from  his
own  fire  department  to  be  transported  to  South Nassau Communities
Hospital; and

  WHEREAS, After regaining consciousness that same  night,  ex-Captain
John  Kelly  was  discharged from the hospital just over one week later;
and

  WHEREAS, The quick and astute actions of ex-Captain  Robert  Player,
Lieutenant  Shoshana  Weiner and ex-Captain Meyer Adler ultimately saved
the life of a fellow and valued firefighter; and

  WHEREAS, Firefighters unwaveringly serve our great State with pride,
valor, and integrity; these respected men and women are often the  first
to  respond  to  an  emergency,  whether  the  emergency  is  a fire, an
accident, natural disaster, act of terrorism, medical crisis,  or  spill
of hazardous materials; and

  WHEREAS,  It  takes  a  special  dedication, a strong desire to help
others and a tireless sense of community to forsake precious  time  with
family  and friends to respond to the signal that a neighbor is in need;
ex-Captain Robert Player,  Lieutenant  Shoshana  Weiner  and  ex-Captain
Meyer  Adler  are such firefighters; they heroically performed above and
beyond the call of duty, those responsibilities which define the task of
fire protection; now, therefore, be it

  RESOLVED, That this Legislative Body pause in its  deliberations  to
commend   ex-Captain  Robert  Player,  Lieutenant  Shoshana  Weiner  and
ex-Captain Meyer  Adler  upon  the  occasion  of  their  designation  as
recipients  of  a  Liberty  Medal,  the  highest  honor bestowed upon an
individual by the New York State Senate; and be it further

  RESOLVED, That copies of this  Resolution,  suitably  engrossed,  be
transmitted  to ex-Captain Robert Player, Lieutenant Shoshana Weiner and
ex-Captain Meyer Adler.
