        Introduced  by  Sen.  CLEARE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Corporations,  Authorities
          and Commissions

        AN  ACT  to  amend chapter 154 of the laws of 1921, relating to the port
          authority of New York and New Jersey, in relation to the operation  of
          a youth services unit within the port authority police department

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 1 of chapter 154 of the laws of 1921,  relating  to
     2  the  port  authority  of New York and New Jersey, is amended by adding a
     3  new article VII-F to read as follows:
     4                                ARTICLE VII-F
     5    1. The port authority police department shall operate a youth services
     6  unit at any bus terminal and airport operated by the authority,  at  all
     7  port authority Trans-Hudson stations and at the World Trade Center.
     8    2.  Such  youth  services  unit  shall be tasked with aiding youths in
     9  danger of exploitation, namely those who are runaways and who may be  in
    10  danger  of  becoming  human and sex trafficking victims through measures
    11  including but not limited to intercepting runaway youths;  collaborating
    12  with  undercover plain clothed police officers and social workers; iden-
    13  tifying vulnerable youths before they become victimized; identifying and
    14  stopping perpetrators; assisting in state  and  federal  prosecution  of
    15  offenders;  reuniting  at-risk youths with their families; and providing
    16  services referrals to at-risk youths and victims of trafficking.
    17    3. The port authority is hereby authorized to make  and  enforce  such
    18  rules and regulations necessary for the implementation of this article.
    19    §  2.  This  act  shall take effect upon the enactment into law by the
    20  state of New Jersey of legislation having an identical  effect;  but  if
    21  the  state  of  New  Jersey shall have already enacted such legislation,
    22  then this act shall take effect immediately and provided that the  state
    23  of New Jersey shall notify the legislative bill drafting commission upon

     1  the  occurrence  of the enactment of the provisions provided for in this
     2  act in order that the commission may maintain  an  accurate  and  timely
     3  effective data base of the official text of the laws of the state of New
     4  York  in furtherance of effectuating the provisions of section 44 of the
     5  legislative law and section 70-b of the public officers law.
