          printed to be committed to the Committee on Commerce, Economic  Devel-
          opment and Small Business -- recommitted to the Committee on Commerce,
          Economic Development and Small Business in accordance with Senate Rule
          6,  sec. 8 -- committee discharged, bill amended, ordered reprinted as
          amended and recommitted to said committee
        AN ACT to amend the state administrative procedure act, in  relation  to
          legislative approval of certain proposed rules
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. This act shall be known and may be cited as "the regulatory
     2  ratification act".
     3    § 2. The state administrative procedure act is amended by adding a new
     4  section 202-f to read as follows:
     5     § 202-f. Legislative approval. In addition to the procedure  required
     6  pursuant  to  section  two  hundred two of this article and prior to the
     7  holding of a  public hearing, an agency shall submit any proposed  rule,
     8  intended  to implement legislation, to the appropriate committees of the
     9  senate and assembly having jurisdiction of the subject matter for  their
    10  approval. No such rule shall take effect unless it has been approved  by
    11  a majority vote of each committee to which it has been referred.
    12    § 3. This act shall take effect immediately.
