        AN ACT to amend the public service law and the public  authorities  law,
          in  relation  to requiring the results of any outage management system
          stress test conducted in the state by a utility company to  be  posted
          online

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The public service law is amended by adding a  new  section
     2  54 to read as follows:
     3    §  54.  Utility  outage  management  system  stress  testing. 1.   For
     4  purposes of this section, "outage management system stress  test"  shall
     5  mean  a  test  conducted  by  a utility to determine the ability of such
     6  utility to handle and respond to large scale weather events  or  natural
     7  disasters that are likely to result in the loss of service to customers.
     8    2.  (a) The department shall post the results of any outage management
     9  system stress test conducted in the  state  by  a  utility  corporation,
    10  water  municipality  or local publicly owned electric or gas corporation
    11  on the department's website as soon as such results become available.
    12    (b) The commissioner shall also submit a report of such results to the
    13  temporary president of the senate, the speaker of the assembly  and  the
    14  chairs of the senate and assembly standing committees on energy.
    15    § 2. Title 1-A of article 5 of the public authorities law, as added by
    16  chapter  517  of  the  laws  of 1986, is amended by adding a new section
    17  1020-mm to read as follows:
    18    § 1020-mm.  Outage management system stress testing. 1.  For  purposes
    19  of  this  section,  "outage  management system stress test" shall mean a

     1  test conducted by the authority or a service provider to  determine  the
     2  ability  of the authority or such service provider to handle and respond
     3  to large scale weather events or natural disasters that  are  likely  to
     4  result in the loss of service to customers.
     5    2.  (a)  The authority shall post the results of any outage management
     6  system stress test conducted by the authority or a service  provider  on
     7  the authority's website as soon as such results become available.
     8    (b) The board shall also submit a report of such results to the tempo-
     9  rary president of the senate, the speaker of the assembly and the chairs
    10  of the senate and assembly standing committees on energy.
    11    § 3. This act shall take effect immediately.
