       Introduced  by  Sen. RITCHIE -- read twice and ordered printed, and when
         printed to be committed to the Committee on Environmental Conservation
       AN ACT to amend the  environmental  conservation  law,  in  relation  to
         directing  the  commissioner  of  environmental conservation to create
         gift cards for hunting and fishing licenses
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  The environmental conservation law is amended by adding a
    2  new section 11-0706 to read as follows:
    3  S 11-0706. GIFT CARDS FOR HUNTING AND FISHING LICENSES.
    4    1. THE COMMISSIONER SHALL PROMULGATE RULES AND REGULATIONS  ESTABLISH-
    5  ING  GIFT CARDS FOR THE LICENSES AND STAMPS SET FORTH IN SECTION 11-0701
    6  OF THIS TITLE.
    7    2. FOR THE PURPOSES OF THIS TITLE, THE TERM "GIFT CARD" SHALL  MEAN  A
    8  RESTRICTED  MONETARY  EQUIVALENT  OR  VOUCHER THAT, WHEN REDEEMED BY THE
    9  HOLDER, ENTITLES SUCH PERSON TO A VALID LICENSE OR STAMP AS SET FORTH IN
   10  SECTION 11-0701 OF THIS TITLE.
   11    S 2. This act shall take effect immediately.
