STATE OF NEW YORK ________________________________________________________________________ 6934 IN SENATE March 8, 2016 ___________ Introduced by Sen. HANNON -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law and the public health law, in relation to the updating of cancer incidence and environmental facility maps; and to amend chapter 77 of the laws of 2010 amending the environmental conservation law and the public health law relating to an environmental facility and cancer incidence map, in relation to extending the expiration date of the provisions thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivision 2 of section 3-0317 of the environmental 2 conservation law, as added by chapter 77 of the laws of 2010, is amended 3 to read as follows: 4 2. The department shall, pursuant to established security protocols, 5 provide to the department of health the GPS coordinates, category of 6 license or permit, facility identification number, and address on 7 current environmental facilities that are necessary for the department 8 of health to develop and maintain cancer incidence and environmental 9 facility maps required pursuant to section twenty-four hundred one-b of 10 the public health law, and shall provide any technical assistance neces- 11 sary for the development of such maps. The department, in consultation 12 with the department of health, shall update such data [periodically] not 13 less than once every five years. 14 § 2. Subdivisions 3 and 9 of section 2401-b of the public health law, 15 as added by chapter 77 of the laws of 2010, are amended to read as 16 follows: 17 3. The technical advisory group shall make recommendations biennially 18 to the department on the appropriate use and communication of the cancer 19 incidence and environmental facility maps. Such recommendations shall 20 consider the scientific strengths and limitations of such mapping and 21 overlay methodologies for cancer tracking and geospatial linking to 22 significant disease risk factors, and the appropriate means for communi- 23 cating such strengths and limitation to the public in an easily discern- 24 ible manner.
