        Introduced  by  Sen.  STEWART-COUSINS -- read twice and ordered printed,
          and when printed to be committed to the Committee on Rules

        AN ACT to amend a chapter of the laws of 2019, authorizing  the  commis-
          sioner  of  general services to transfer and convey certain state land
          to the city of New Rochelle, as proposed in legislative bills  numbers
          S.6228-A  and  A.7846-A,  in  relation to specifying the use for which
          certain state lands are to be transferred to the city of New Rochelle

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. Sections 5 and 6 of a chapter of the laws of 2019, author-
     2  izing the commissioner  of  general  services  to  transfer  and  convey
     3  certain  state land to the city of New Rochelle, as proposed in legisla-
     4  tive bills numbers  S.6228-A  and  A.7846-A,  are  amended  to  read  as
     5  follows:
     6    §  5. Any lands transferred pursuant to this act shall be used for the
     7  purposes of the city of New Rochelle to  utilize  the  subject  property
     8  exclusively for the construction of municipal facilities, specifically a
     9  city  hall  building  and  [to satisfy the] affordable housing [needs of
    10  residents of] located in the city of New Rochelle, which solely for  the
    11  purposes  of this act, shall mean that one hundred percent of the rental
    12  dwelling units in the building shall, upon initial rental and upon  each
    13  subsequent  rental  following a vacancy, be affordable to and restricted
    14  to occupancy by individuals or families in accordance with a plan devel-
    15  oped and approved by the commissioner of the New York state division  of
    16  homes  and community renewal, and upon termination of such use, title to
    17  the lands so transferred shall revert to the state of New York.  In lieu
    18  of such reversion, the city of New Rochelle may  purchase  the  reverter
    19  interest  in the subject property at the current fair market values less
    20  the value of any  improvements  thereon  as  determined  by  independent
    21  certified appraisal or appraisals.
    22    §  6.  This  act shall take effect immediately; provided however, that
    23  the authority of the commissioner of general services  to  transfer  and
    24  convey  the  aforesaid lands and improvements pursuant to this act shall
    25  expire two years after such effective date.

     1    § 2. This act shall take effect on the  same  date  and  in  the  same
     2  manner as a chapter of the laws of 2019, authorizing the commissioner of
     3  general  services  to transfer and convey certain state land to the city
     4  of New Rochelle, as proposed in legislative bills numbers  S.6228-A  and
     5  A.7846-A, takes effect.
