       Introduced  by  Sen.  HANNON -- read twice and ordered printed, and when
         printed to be committed to the Committee on Transportation
       AN ACT to amend the vehicle and traffic law, in  relation  to  requiring
         drivers to reduce their speed when driving by sanitation workers
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The vehicle and traffic law is  amended  by  adding  a  new
    2  section 141-b to read as follows:
    3    S  141-B.  SANITATION  WORKER.  A PERSON ENGAGED IN THE COLLECTION AND
    4  TRANSPORT OF SOLID WASTE AND RECYCLABLES.
    5    S 2. Subdivision (e) of section 1180 of the vehicle and  traffic  law,
    6  as  amended  by  chapter  465 of the laws of 2010, is amended to read as
    7  follows:
    8    (e) The driver of every vehicle shall, consistent  with  the  require-
    9  ments  of  subdivision  (a)  of  this  section,  drive at an appropriate
   10  reduced speed when approaching and crossing an intersection  or  railway
   11  grade  crossing,  when  approaching  and  going  around  a  curve,  when
   12  approaching a hill crest, when approaching and passing by  an  emergency
   13  situation  involving  any  authorized emergency vehicle which is parked,
   14  stopped or standing on a highway and which is displaying one or more red
   15  or combination red, white, and/or blue lights pursuant to the provisions
   16  of paragraph two and subparagraph b of  paragraph  four  of  subdivision
   17  forty-one  of  section  three hundred seventy-five of this chapter, when
   18  traveling upon any narrow or  winding  roadway,  and  when  any  special
   19  hazard  exists with respect to pedestrians, SANITATION WORKERS, or other
   20  traffic by reason of weather or highway conditions, including,  but  not
   21  limited to a highway construction or maintenance work area.
   22    S 3. This act shall take effect immediately.
