STATE OF NEW YORK ________________________________________________________________________ 7962 IN SENATE May 31, 2016 ___________ Introduced by Sen. AVELLA -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT to amend the civil service law, in relation to establishing the New York minority employment plan act The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Paragraphs (c) and (f) and subparagraphs 2 and 3 of para- 2 graph (k) of subdivision 3 of section 7-a of the civil service law, as 3 added by chapter 705 of the laws of 2006, are amended and a new subpara- 4 graph 4 is added to paragraph (k) to read as follows: 5 (c) shall review [the diversity hiring practices of other states and6the federal government, including reviewing the Presidential Management7Interim Program model for] recruiting [advancing Hispanic and African-8American college graduates, and recommend the best outcome practices] 9 and employment practices that will bring Hispanics and Asians into jobs 10 classified as shortage category occupations, as well as other occupa- 11 tions; 12 (f) shall review and recommend recruiting and employment practices 13 that will bring Hispanics and Asians into jobs classified as shortage 14 category occupations, as well as other occupations; 15 (2) shall, on or before April first, two thousand eight, report to the 16 governor and the legislature on the status of and any actions taken on 17 the recommendations made pursuant to subparagraph one of this paragraph, 18 [and] 19 (3) shall, on or before April first, two thousand nine, report to the 20 governor and the legislature on the status of and any actions taken on 21 the recommendations made pursuant to subparagraph one of this paragraph, 22 and which actions have and have not been taken to provide for diversity 23 in the state government workforce[.], and 24 (4) shall report to the governor and the legislature no later than the 25 first of February in each year on the status of and any actions taken on 26 the recommendations made pursuant to subparagraph one of this paragraph, 27 and which actions have and have not been taken to provide for diversity 28 in the state government workforce. 29 § 2.
