        Introduced  by Sens. TEDISCO, BORRELLO, JORDAN -- read twice and ordered
          printed, and when printed to be committed to the Committee on Codes

        AN ACT to amend the penal law, in relation to establishing the misdemea-
          nor of unlawful concealment of identity; and providing for the  repeal
          of such provisions upon expiration thereof

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The penal law is amended by adding a new section 240.11  to
     2  read as follows:
     3  § 240.11 Unlawful concealment of identity.
     4    A  person is guilty of unlawful concealment of identity when he or she
     5  wears any  mask,  false  whiskers  or  any  personal  disguise,  whether
     6  complete or partial, for the purpose of:
     7    1. evading or escaping discovery, recognition or identification in the
     8  commission of any crime; or
     9    2.  concealment,  flight or escape, when charged with, arrested for or
    10  convicted of, any crime.
    11    Any person violating any of the provisions of this  section  shall  be
    12  deemed guilty of a misdemeanor.
    13    §  2.  This  act shall take effect immediately and shall expire and be
    14  deemed repealed December 31, 2020.
