A BILL
To enact section 5502.59 of the Revised Code to 1
establish the "Yellow Dot" motor vehicle medical 2
information program within the Department of 3
Public Safety.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 5502.59 of the Revised Code be 5
enacted to read as follows:6

       Sec. 5502.59.  There is hereby created the "yellow dot" motor 7
vehicle medical information program, which shall be administered 8
by the department of public safety. The purpose of the "yellow 9
dot" program is to assist owners and lessees of motor vehicles who 10
participate in the program, their passengers, and emergency 11
medical responders in the event of a motor vehicle accident or a 12
medical emergency involving a participant's vehicle.13

       The owner or lessee of a motor vehicle who participates in 14
the program shall receive a "yellow dot" window decal and a 15
"yellow dot" folder. The folder, which is intended to be stored in 16
the glove compartment of the motor vehicle, shall contain an 17
information form containing the participant's name, a photo of the 18
participant, emergency contact information, the participant's 19
medical conditions, recent surgeries, allergies, medications being 20
used, and relevant information about the participant's personal 21
physician. The participant shall affix the "yellow dot" window 22
decal on the operator's side of the vehicle's rear window in the 23
lower corner. The purpose of the decal is to alert emergency 24
medical responders to search the glove compartment of the vehicle 25
for the corresponding "yellow dot" folder. The purposes of the 26
information in the folder are to assist emergency medical 27
responders, in the event of an accident involving the motor 28
vehicle, in positively identifying the participant, communicating 29
with the participant's family or emergency contacts, and ensuring 30
that the person's current medications and pre-existing medical 31
conditions are considered when treatment is administered for any 32
injury the participant suffers in the motor vehicle accident. 33
Persons who ride in motor vehicles as passengers also may 34
participate in the program, but shall not be issued a decal if the 35
owner or lessee of the motor vehicle in which the person rides 36
also participates in the program.37

       The department shall not charge any fee to participate in the 38
"yellow dot" program and shall take reasonable measures to 39
publicize the program. The department may accept donations and 40
grants from any source to assist in paying the expenses the 41
department incurs in administering the program.42

       The department shall adopt such rules governing the "yellow 43
dot" program as may be necessary to implement and administer the 44
program.45
