A BILL
To amend section 4508.02 of the Revised Code to 1
require the classroom and behind-the-wheel 2
instruction that is given to minors in driver 3
education courses to include instruction on the 4
proper driving techniques that noncommercial motor 5
vehicle operators should utilize in order to share 6
the roadway with large commercial motor vehicles 7
safely.8


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 4508.02 of the Revised Code be 9
amended to read as follows:10

       Sec. 4508.02.  (A) The director of public safety, subject to 11
Chapter 119. of the Revised Code, shall adopt and prescribe such 12
rules concerning the administration and enforcement of this 13
chapter as are necessary to protect the public. The director shall 14
inspect the school facilities and equipment of applicants and 15
licensees and examine applicants for instructor's licenses.16

       (B) The director shall administer and enforce this chapter.17

       (C) The rules shall require twenty-four hours of classroom 18
instruction, and eight hours of actual behind-the-wheel 19
instruction conducted on public streets and highways of this state 20
for all beginning drivers of noncommercial motor vehicles who are 21
under age eighteen. These rules shall require both the classroom 22
and behind-the-wheel instruction to include instruction on the 23
proper driving techniques the operator of a noncommercial motor 24
vehicle such as a passenger vehicle should utilize in order to 25
share the roadway with large commercial motor vehicles safely, 26
especially those commercial motor vehicles consisting of the 27
combination of a commercial tractor and a commercial trailer or 28
semitrailer. Such instruction shall include a review of the 29
stopping distances of such large commercial motor vehicles, the 30
distance the operator of a noncommercial motor vehicle should 31
maintain when following a large commercial motor vehicle, 32
identification of the blind spots with which operators of large 33
commercial motor vehicles must contend, and proper ways and 34
techniques the operator of a noncommercial motor vehicle should 35
utilize in order to avoid operating the noncommercial motor 36
vehicle in the blind spots of large commercial motor vehicles.37

       (D) The rules shall state the minimum hours for classroom and 38
behind-the-wheel instruction required for beginning drivers of 39
commercial trucks, commercial cars, buses, and commercial 40
tractors, trailers, and semi-trailerssemitrailers.41

       Section 2. That existing section 4508.02 of the Revised Code 42
is hereby repealed.43
