A BILL
To enact sections 4501.243 and 4503.563 of the 1
Revised Code to create the "Ohio Nature Preserves" 2
license plate.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 4501.243 and 4503.563 of the Revised 4
Code be enacted to read as follows:5

       Sec. 4501.243.  There is hereby created in the state treasury 6
the Ohio nature preserves fund. The fund shall consist of the 7
contributions that are paid to the registrar of motor vehicles by 8
applicants who obtain Ohio nature preserves license plates 9
pursuant to section 4503.563 of the Revised Code. All investment 10
earnings of the fund shall be credited to the fund.11

       The department of natural resources shall use the money in 12
the fund to help finance nature preserve education, nature 13
preserve clean-up projects, and nature preserve maintenance, 14
protection, and restoration.15

       Sec. 4503.563.  (A) The owner or lessee of any passenger car, 16
noncommercial motor vehicle, recreational vehicle, or other 17
vehicle of a class approved by the registrar of motor vehicles may 18
apply to the registrar for the registration of the vehicle and 19
issuance of Ohio nature preserves license plates. The application 20
for Ohio nature preserves license plates may be combined with a 21
request for a special reserved license plate under section 4503.40 22
or 4503.42 of the Revised Code. Upon receipt of the completed 23
application and compliance with division (B) of this section, the 24
registrar shall issue to the applicant the appropriate vehicle 25
registration and a set of Ohio nature preserves license plates 26
with a validation sticker or a validation sticker alone when 27
required by section 4503.191 of the Revised Code.28

       In addition to the letters and numbers ordinarily inscribed 29
thereon, Ohio nature preserves license plates shall be inscribed 30
with identifying words or markings designed by the department of 31
natural resources and approved by the registrar. Ohio nature 32
preserves license plates shall bear county identification stickers 33
that identify the county of registration by name or number.34

       (B) The Ohio nature preserves license plates and validation 35
sticker shall be issued upon receipt of a contribution as provided 36
in division (C) of this section and upon payment of the regular 37
license fees as prescribed under section 4503.04 of the Revised 38
Code, a bureau of motor vehicles administrative fee of ten 39
dollars, any applicable motor vehicle tax levied under Chapter 40
4504. of the Revised Code, and compliance with all other 41
applicable laws relating to the registration of motor vehicles. If 42
the application for Ohio nature preserves license plates is 43
combined with a request for a special reserved license plate under 44
section 4503.40 or 4503.42 of the Revised Code, the license plates 45
and validation sticker shall be issued upon payment of the 46
contribution, fees, and taxes contained in this division and the 47
additional fee prescribed under section 4503.40 or 4503.42 of the 48
Revised Code.49

       (C) For each application for registration and registration 50
renewal submitted under this section, the registrar shall collect 51
a contribution in an amount not to exceed forty dollars as 52
determined by the department. The registrar shall transmit this 53
contribution to the treasurer of state for deposit in the Ohio 54
nature preserves fund created in section 4501.243 of the Revised 55
Code.56

       The registrar shall deposit the ten-dollar bureau 57
administrative fee, the purpose of which is to compensate the 58
bureau for additional services required in issuing Ohio nature 59
preserves license plates, in the state bureau of motor vehicles 60
fund created in section 4501.25 of the Revised Code.61
