A RESOLUTION
To amend House Rule 68 to require conference reports 1
to lie over two calendar days unless the 2
requirement is suspended by two-thirds of the 3
members present.4


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO:

       That House Rule 68 be amended to read as follows:5

       Rule 68. (Synopsis of Senate amendments before vote.) Before 6
a vote is taken upon the question of concurrence in Senate 7
amendments to a House bill or resolution, the staff of the 8
Legislative Service Commission shall prepare a synopsis of any 9
substantive amendments made by a Senate committee to the bill or 10
resolution as passed by the House. Before a vote is taken upon a 11
conference committee report, the staff of the Legislative Service 12
Commission, unless otherwise ordered by a majority of the members 13
elected to the House, shall prepare a synopsis that summarizes the 14
recommendations of the conference committee. The staff of the 15
Legislative Service Commission shall prepare and make such a 16
synopsis available to each member at the time the House votes on a 17
question of concurrence in Senate amendments or upon a conference 18
committee report. The Clerk shall provide each member with a copy 19
of amendments made by the Senate during its third consideration of 20
the bill or resolution unless the amendments are Clerk's 21
amendments or the bill or resolution has been reprinted to 22
incorporate the amendments. 23

       After a committee of conference has agreed to a conference 24
report, the conference report shall lie over at least two calendar 25
days before it may be taken up for consideration, unless otherwise 26
ordered by a vote of two-thirds of the members present.27

       As used in this rule, "Clerk's amendment" has the meaning 28
defined in Rule 71. 29
