                             SUMMARY

brief statement of the essential features of the measure as
introduced.

  Repeals sunset on assessment on health insurance premiums and
on medical claims paid by self-insured health benefit plan
offered by Public Employees' Benefit Board.
  Takes effect on 91st day following adjournment sine die.

                        A BILL FOR AN ACT
Relating to health care assessment; creating new provisions;
  repealing sections 3a and 8, chapter 867, Oregon Laws 2009;
  prescribing an effective date; and providing for revenue
  raising that requires approval by a three-fifths majority.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Sections 3a and 8, chapter 867, Oregon Laws
2009, are repealed September 30, 2013. + }
  SECTION 2.  { + If this 2013 Act does not become effective
until after September 30, 2013, this 2013 Act shall be operative
retroactively to that date and the operation and effect of the
repeal of sections 3a and 8, chapter 867, Oregon Laws 2009, shall
continue unaffected from September 30, 2013, to the effective
date of this 2013 Act and thereafter. Any otherwise lawful action
taken or otherwise lawful obligation incurred under the authority
of ORS 743.951 and 743.961 after September 30, 2013, and before
the effective date of this 2013 Act, is ratified and
approved. + }
  SECTION 3.  { + This 2013 Act takes effect on the 91st day
after the date on which the 2013 regular session of the
Seventy-seventh Legislative Assembly adjourns sine die. + }
