                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Directs each state agency to report to Legislative Assembly and
Emergency Board on programs provided by agency, percentage of
agency moneys expended on each program, source of moneys expended
for each program and whether agency rates program as high, medium
or low priority.
  Requires filing of report not later than 60th calendar day
after effective date of Act.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to state agency functions; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section, 'state agency '
means any officer, board, commission, department, division or
institution of state government, as defined in ORS 174.111.
  (2) Not later than the 60th calendar day after the effective
date of this 2010 Act, each state agency shall report to the
Legislative Assembly in the manner prescribed by ORS 192.245 and
to the Emergency Board. Each report shall:
  (a) Identify all programs and services operated or provided by
the state agency;
  (b) Specify the percentage of the total amount of moneys
received by the state agency during the biennium beginning July
1, 2009, that is spent to operate each program or provide the
services;
  (c) Specify the source of the moneys received by the state
agency to operate each program or provide the services; and
  (d) For each program or service, rate the program or service as
a high priority, a medium priority or a low priority.
  (3) In rating the priority of programs and services under
subsection (2) of this section, to the extent practicable, each
state agency shall rate one-third of the agency's programs and
services as a high priority, one-third as a medium priority and
one-third as a low priority. + }
  SECTION 2.  { + This 2010 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2010 Act takes effect on its
passage. + }
