  Provides that member of Legislative Assembly has standing to
intervene and participate in proceeding in which
constitutionality of Oregon statute is challenged.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to proceedings challenging the constitutionality of
  Oregon statutes; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) A member of the Legislative Assembly has
standing to intervene in a proceeding in which the
constitutionality of an Oregon statute is challenged. After a
member intervenes in a proceeding, the member has standing to
participate in the proceeding even if the member ceases to be a
member of the Legislative Assembly.
  (2) A member of the Senate or House of Representatives who
intervenes in a proceeding under subsection (1) of this section
may not use public funds to pay legal expenses incurred in
intervening or participating in the proceeding. + }
  SECTION 2.  { + Section 1 of this 2013 Act applies to
proceedings commenced on or after the effective date of this 2013
Act. + }
  SECTION 3.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
