                             AN ACT

Relating to activities that involve livestock.

Be It Enacted by the People of the State of Oregon:

  SECTION 1.  { + (1) A person may conduct or participate in
rodeos in this state. State law may not be applied in a manner
that affords the conducting of or participation in rodeos less
favorable treatment than for other organized exhibitions or
events. A local ordinance or state agency rule may not prohibit
the conducting of or participation in rodeos in this state. This
subsection does not prohibit the application of any law,
ordinance or rule regulating the time, manner or place for
conducting a rodeo in the same manner that the law, ordinance or
rule is applied for other events.
  (2) A rodeo promoter may establish fees, rules, policies and
procedures for events of the rodeo, including but not limited to
rules, policies and procedures regarding participant
qualifications. + }
  SECTION 2.  { + (1) As used in this section, 'equine' means any
member of the family Equidae.
  (2) Except as provided in subsection (3) of this section, a
person commits the offense of equine tripping if, for purposes of
a rodeo, contest, exhibition, entertainment or sport or as
practice for a rodeo, contest, exhibition, entertainment or
sport, the person intentionally ropes or lassos the legs of an
equine, intentionally causing the equine to trip or fall.
  (3) Subsection (2) of this section does not apply to a person
who causes an equine to trip or fall for the purpose of allowing
veterinary care for the equine.
  (4) The offense of equine tripping is a Class B
misdemeanor. + }
  SECTION 3.  { + Section 2 of this 2013 Act applies to conduct
occurring on or after the effective date of this 2013 Act. + }
