A RESOLUTION

  

1

Memorializing Congress to conduct a full and complete

2

investigation into all foreign and domestic factors affecting

3

gasoline and diesel fuel prices in the United States.

4

WHEREAS, Millions of Pennsylvanians rely on gasoline and

5

diesel fuel to power the vehicles that transport them to work,

6

school, recreation, religious services, medical treatment and

7

other destinations; and

8

WHEREAS, Pennsylvania's economy is inextricably linked to

9

motor transportation; and

10

WHEREAS, According to the Pennsylvania Department of

11

Transportation, this Commonwealth contains approximately 121,000

12

miles of interstate, State and local roads, with approximately

13

108 billion vehicle miles traveled annually; and

14

WHEREAS, Gasoline and diesel fuel prices have recently been

15

moving contrary to the dictates of traditional market forces of

16

supply and demand, as if being manipulated; and

WHEREAS, While working Pennsylvanians struggle to afford

2

gasoline and diesel fuel, along with basic needs of health care,

3

food and shelter, oil companies have enjoyed record profits; and

4

WHEREAS, One major oil company reported an annual profit for

5

2008 of $45.2 billion, or nearly $1,433 per second; and

6

WHEREAS, International economic experts from such authorities

7

as Japan's Energy Data and Modeling Center and the University of

8

Texas's Center for Energy Economics, and energy company

9

executives have agreed that excessive energy speculation

10

elevates energy prices; and

11

WHEREAS, Hearings held by the Congress of the United States

12

investigating the causes of record-high fuel prices failed to

13

produce an adequate national strategy to address the factors

14

controlling those prices; and

15

 WHEREAS, According to the National Bureau of Economic

16

Research, the United States has been in a recession since

17

December 2007; and

18

WHEREAS, The Federal Government has injected billions of

19

dollars of public funds into private companies with the intent

20

of saving the United States economy from further decline; and

21

WHEREAS, The United States economy will continue to suffer if

22

gasoline and diesel fuel prices continue to be volatile;

23

therefore be it

24

RESOLVED, That the House of Representatives memorialize

25

Congress to conduct a full investigation to identify the forces

26

controlling gasoline and diesel fuel prices, as well as the

27

factors preventing the United States from recovering from the

28

economic damage of volatile gasoline and diesel fuel prices; and

29

be it further

30

RESOLVED, That copies of this resolution be transmitted to

the presiding officers of each house of Congress and to each

2

member of Congress from Pennsylvania; and be it further

3

RESOLVED, That copies of this resolution be transmitted to

4

the Chairman and Ranking Member of the House Committee on Energy

5

and Commerce and to the Chairman and Ranking Member of the

6

Senate Committee on Commerce, Science and Transportation, at the

7

following addresses:
