A RESOLUTION

Designating May 5, 2009, as "Pennsylvania Healthcare Information

2

Technology Day" in Pennsylvania.

3

WHEREAS, Health care costs represent 16% of gross domestic

4

product nationally; and

5

WHEREAS, Seventy percent of health care transactions are

6

paper-based; and

7

WHEREAS, The health care industry invests only 5% of revenue

8

on information technology and management systems, versus 10.5%

9

of other data-intensive industries, such as banking; and

10

WHEREAS, The President Barack H. Obama recently signed the

11

American Recovery and Reinvestment Act of 2009 (Public Law

12

111-5, 123 Stat. 115), which allocates $19.2 billion to invest

in health care information technology; and

2

WHEREAS, A recent study by the Commonwealth Fund has

3

demonstrated that the use of automated clinical decision support

4

systems can result in the net reduction of $538 per patient per

5

hospital stay; and

6

WHEREAS, The Institute of Medicine reports there are at least

7

1.5 million preventable adverse drug events per year, each

8

adding more than $8,700 to the cost of a hospital stay; and

9

WHEREAS, This nation spends more than $1.9 trillion on health

10

care per year, yet one-half of that spending is unnecessary

11

because it is spent on clinical and administrative waste, theft

12

and excess cost; and

13

WHEREAS, The American Hospital Association reports that this

14

Commonwealth's hospitals and health systems are outpacing

15

hospitals nationally in their adoption and use of clinical

16

information technology and information management systems; and

17

WHEREAS, Health care providers in this Commonwealth report an

18

improved ability to recruit physicians coming out of medical

19

school when advanced information technology is employed at their

20

sites; and

21

WHEREAS, Despite leadership in this area, only 17% of

22

hospitals in this Commonwealth report that most of their medical

23

practitioners routinely use information technology for clinical

24

interventions, such as ordering medications; therefore be it

25

RESOLVED, That the House of Representatives designate May 5,

26

2009, as "Pennsylvania Healthcare Information Technology Day" in

27

Pennsylvania; and be it further

28

RESOLVED, That the House of Representatives recognize the

29

importance of raising awareness of health care information

30

technology and the vital role it will play in helping to save

lives and reduce the cost of health care for all citizens of

2

this Commonwealth; and be it further

3

RESOLVED, That the House of Representatives welcome friends,

4

supporters and members of the Healthcare Information and

5

Management Systems Society on their visit to Harrisburg and the

6

State Capitol to promote better health care in this Commonwealth

7

through broader adoption of advanced health care information

8

technology and management systems on this "Pennsylvania

9

Healthcare Information Technology Day."
