| A RESOLUTION |
| |
1 | Recognizing the week of June 1 through 7, 2011, as "CPR and AED |
2 | Awareness Week" in Pennsylvania. |
3 | WHEREAS, Heart disease affects men, women and children of |
4 | every age and race in the United States and it continues to be |
5 | the leading cause of death in America; and |
6 | WHEREAS, Approximately 295,000 out-of-hospital cardiac |
7 | arrests are treated by emergency medical services annually |
8 | nationwide; and |
9 | WHEREAS, Roughly 92% of sudden cardiac arrest victims die |
10 | before being discharged from a hospital; and |
11 | WHEREAS, Sudden cardiac arrest results from an abnormal heart |
12 | rhythm in most adults, often ventricular fibrillation; and |
13 | WHEREAS, Unfortunately, only 32% of out-of-hospital cardiac |
14 | arrest victims receive bystander cardiopulmonary resuscitation |
15 | (CPR); and |

1 | WHEREAS, Prompt delivery of CPR more than doubles a cardiac |
2 | arrest victim's chance of survival by helping to maintain vital |
3 | blood flow to the heart and brain, increasing the amount of time |
4 | in which an electric shock from a defibrillator may be |
5 | effective; and |
6 | WHEREAS, An automated external defibrillator (AED), even when |
7 | used by a bystander, is safe, easy to operate and, if used |
8 | immediately after the onset of sudden cardiac arrest, highly |
9 | effective in terminating ventricular fibrillation so the heart |
10 | can resume a normal, effective rhythm; and |
11 | WHEREAS, For every minute without bystander CPR, survival |
12 | from witnessed cardiac arrest decreases by 7% to 10%; and |
13 | WHEREAS, The interval between the 911 telephone call and the |
14 | arrival of emergency medical services personnel is usually |
15 | longer than five minutes and a cardiac arrest victim's survival |
16 | is likely to depend on a public trained in CPR and AED use and |
17 | access to these lifesaving measures; and |
18 | WHEREAS, The American Heart Association, the American Red |
19 | Cross and the National Safety Council are preparing a public |
20 | awareness and training campaign on CPR and AED use to be held |
21 | during the first week of June 2011; therefore be it |
22 | RESOLVED, That the House of Representatives recognize the |
23 | week of June 1 through 7, 2011, as "CPR and AED Awareness Week" |
24 | in Pennsylvania; and be it further |
25 | RESOLVED, That the House of Representatives commend the good |
26 | work of the American Heart Association, the American Red Cross |
27 | and the National Safety Council; and be it further |
28 | RESOLVED, That all Pennsylvanians be encouraged to become |
29 | properly trained in CPR and AED usage. |
