A RESOLUTION

Directing the Joint State Government Commission to conduct a

2

study on the effects of a four-day, ten-hour workweek for

3

employees of the Commonwealth.

WHEREAS, The General Assembly considers a multitude of

5

solutions to alleviate budgetary constraints and recognizes the

6

economic burden that all citizens of this Commonwealth bear when

7

faced with a foundering economy, rising inflation and increasing

8

energy costs; and

9

WHEREAS, The normal hours of government operation often

10

unintentionally restrict Pennsylvanians' opportunity to avail

11

themselves of public services; and

12

WHEREAS, Spiraling gasoline prices are putting a tremendous

13

strain on employees of the Commonwealth and all commuting

14

Pennsylvanians, especially those who travel long distances to

15

their places of employment; and

16

WHEREAS, Fiscal, environmental and public benefits of a four-

17

day workweek for employees of the Commonwealth may be a fair and

18

reasonable solution for reducing the energy consumption of the

Commonwealth and increasing public access to government services

2

while providing substantial savings to the taxpayers; and

3

WHEREAS, On August 4, 2008, Governor Jon Huntsman issued an

4

executive order that made Utah the first state to adopt a four-

5

day, ten-hour workweek for some state employees and commissioned

6

the Utah Department of Human Resources Management (UDHRM) to

7

publish the One Year Performance Initiative Report to evaluate

8

effectiveness of the alternative work schedule; and

9

WHEREAS, The UDHRM found that Utah reduced its energy

10

consumption by 10.5%, saving taxpayers more than $2.15 million

11

in energy costs, in addition to saving more than $4.1 million in

12

paid overtime for executive branch staff; and

13

WHEREAS, States such as Arizona, Illinois, West Virginia and

14

Oklahoma have conducted studies or considered proposals relating

15

to alternative workweek schedules for state employees as

16

measures to save costs during a time of economic uncertainty;

17

therefore be it

18

RESOLVED, That the House of Representatives direct the Joint

19

State Government Commission to conduct a study to determine the

20

fiscal, environmental and public impact of establishing a four-

21

day, ten-hour workweek for employees of the Commonwealth's three

22

branches of government; and be it further

23

RESOLVED, That the report from the Joint State Government

24

Commission be submitted to the House of Representatives no later

25

than six months after the adoption of this resolution.
