A RESOLUTION

Recognizing the week of September 20 through 26, 2009, as "Low-

2

Back Pain Awareness Week" in Pennsylvania, providing for its

3

observance and urging the Department of Public Welfare to

4

establish a task force.

5

WHEREAS, Thirty-one million Americans have low-back pain at

6

any given time, and one-half of all working Americans admit to

7

having low-back pain symptoms each year; and

8

WHEREAS, One-third of all Americans 18 years of age and older

9

had a back problem in the past five years severe enough for them

10

to seek professional help; and

11

WHEREAS, The cost of treating low-back pain is estimated to

12

be a staggering $50 billion yearly; and

13

WHEREAS, Studies suggest that people in pain are at high risk

14

for depression; and

15

WHEREAS, Sixty-five billion dollars are lost in annual wages

due to low-back pain in the United States; and

2

WHEREAS, In 2001, 13,707,000 Americans visited a physician's

3

office primarily for back pain; and

4

WHEREAS, Low-back pain is the second most symptom-related

5

reason for doctor visits; and

6

WHEREAS, Low-back pain can be better managed by employing

7

disease management protocols similar to those developed for

8

diabetes, chronic heart disease and high blood pressure;

9

therefore be it

10

RESOLVED, That the House of Representatives recognize the

11

week of September 20 through 26, 2009, as "Low-Back Pain

12

Awareness Week" in Pennsylvania and call upon all citizens of

13

Pennsylvania to observe this week by participating in

14

appropriate activities to raise awareness of low-back pain and

15

by learning how to improve the quality of life for people in

16

this Commonwealth suffering from low-back pain; and be it

17

further

18

RESOLVED, That the Department of Public Welfare be urged to

19

establish a low-back pain task force to investigate and

20

implement low-back pain management guidelines for Medicaid

21

recipients; and be it further

22

RESOLVED, That copies of this resolution be transmitted to

23

the Secretary of Public Welfare, the Secretary of Health, the

24

Insurance Commissioner and the Secretary of Labor and Industry.
