A RESOLUTION

Urging the Governor and the State Treasurer of the Commonwealth

2

to establish mandatory overtime for State treasury employees

3

to expedite State payments once the 2009-2010 General Fund

4

budget is enacted.

5

WHEREAS, Pennsylvania has the distinction of being the last

6

state in the United States to implement a budget; and

7

WHEREAS, During the three-month budget impasse, thousands of

8

Pennsylvania workers went unpaid and many more were laid off;

9

and

10

WHEREAS, The child-care industry provides for an estimated

11

58,000 jobs throughout this Commonwealth and, due to the budget

12

impasse, many child-care programs closed with many more

13

operating at a reduced capacity; and

14

WHEREAS, Currently, funding is not being provided to counties

15

for core government services, and many community providers have

16

exhausted their lines of credit and are on the verge of

17

furloughing employees and suspending services which include drug

18

and alcohol services, children and youth services, early

19

intervention services, long-term care, mental health and mental

retardation services and the Human Services Development Fund;

2

and

3

WHEREAS, Without funding forthcoming for many mandated and

4

entitlement services, counties will continue to struggle and be

5

forced into difficult decisions; and

6

WHEREAS, The budget impasse is affecting more than just

7

nonprofits as senior centers, gymnasiums and libraries have

8

closed throughout this Commonwealth, and many school districts

9

have been forced to borrow money to start the school year; and

10

WHEREAS, During this difficult economic recession, the

11

economic health of the Commonwealth is top priority; and 

12

WHEREAS, After a budget is passed, agencies and services

13

still may have to wait weeks before receiving State funds;

14

therefore be it

15

RESOLVED, That the Governor and State Treasurer of the

16

Commonwealth be urged to establish mandatory overtime for State

17

treasury employees to expedite State payments once the 2009-2010

18

General Fund budget is enacted.
