A RESOLUTION

  

1

Memorializing the Congress of the United States to pass United

2

States House bill No. 1179 or United States Senate Bill No.

3

1467, the Respect for Rights of Conscience Act of 2011, and

4

United States Senate Bill No. 2043, the Religious Freedom

5

Restoration Act of 2012.

WHEREAS, Our nation was founded upon freedom of conscience

7

and freedom of religion; and

8

WHEREAS, In 1809, Thomas Jefferson stated that "[n]o

9

provision in our Constitution ought to be dearer to man than

10

that which protects the rights of conscience against the

11

enterprises of civil authority"; and

12

WHEREAS, William Penn, the founder of Pennsylvania, was an

13

early champion of democracy and religious freedom and created

14

the "Frame of Government," a constitution for the Province of

15

Pennsylvania; and

16

WHEREAS, In 1701, William Penn's Fourth Frame, known as the

Pennsylvania Charter of Liberties, declared, "No people can be

2

truly happy, though under the greatest enjoyments of civil

3

liberties, if abridged of the Freedom of their Conscience as to

4

their Religious Profession and Worship"; and

5

WHEREAS, The United States Department of Health and Human

6

Services' religious exemption to the requirement that new or

7

significantly altered health insurance plans cover abortion-

8

causing drugs, contraceptives and sterilization for women under

9

the Patient Protection and Affordable Care Act is so narrow as

10

to exclude most Catholic social service agencies, health care

11

providers, educational institutions, as well as most religious

12

employers and faith-based organizations; and

13

WHEREAS, This new directive would force affected religious

14

organizations to eliminate existing health care coverage for

15

employees, students and others or purchase coverage that

16

violates the moral and religious teaching of the employer; and 

17

WHEREAS, This new directive will set a precedent that

18

undermines the foundation of religious freedom upon which our

19

country was built; therefore be it

20

RESOLVED, That the House of Representatives memorialize the

21

Congress of the United States to pass United States House

22

Resolution No. 1179 or United States Senate Bill No. 1467, the

23

Respect for Rights of Conscience Act of 2011 and United States

24

Senate Bill No. 2043, Religious Freedom Restoration Act of 2012,

25

so that the citizens of Pennsylvania will be able to exercise

26

their rights of conscience; and be it further

27

RESOLVED, That copies of this resolution be transmitted to

28

the presiding officers of each house of Congress and to each

29

member of Congress from Pennsylvania.
