A RESOLUTION

  

1

Designating the month of October 2011 as "National Disability

2

Employment Awareness Month" in Pennsylvania.

3

WHEREAS, October is recognized as "National Disability

4

Employment Awareness Month" (NDEAM); and

5

WHEREAS, During this month we pay tribute to the

6

accomplishments of both men and women with disabilities whose

7

work helps keep the nation's economy strong by reaffirming the

8

commitment to ensure equal opportunity for everyone in America;

9

and

10

WHEREAS, The effort to educate the public concerning issues

11

related to disability and employment began in 1945 when Congress

12

enacted Public Law 176 which declared the first week of October

13

as "National Employ the Physically Handicapped Week"; and

14

WHEREAS, In 1962 the word "Physically" was removed in order

15

to acknowledge the employment needs and contributions of persons

16

with all forms of disabilities; and

WHEREAS, Twenty-five years later, Congress expanded the week-

2

long recognition to a month, changing the title to "National

3

Disability Employment Awareness Month"; and

4

WHEREAS, In July of 2009 the percentage of people with

5

disabilities in the labor force was 23%; and

6

WHEREAS, The United States Department of Labor's Office of

7

Disability Employment Policy official theme for October's

8

National Disability Employment Awareness Month: "Profit by

9

Investing in Workers with Disabilities," serves to inform the

10

public that workers with disabilities represent a diverse and

11

vibrant talent pool for hire; and

12

WHEREAS, People with disabilities must also have the

13

opportunities available to work; and

14

WHEREAS, With both opportunities and choices available,

15

people with disabilities will have the ability to maximize the

16

many talents that they have; and

17

WHEREAS, People with disabilities must be woven into our work

18

culture; and

19

WHEREAS, Most of the Federal Government's employment

20

practices related to people with disabilities originated from

21

the Rehabilitation Act of 1973; and

22

WHEREAS, Since then other executive orders have been issued

23

and other changes became effective in January of 2009; therefore

24

be it

RESOLVED, That the Senate designate the month of October 2011

26

as "National Disability Employment Awareness Month" in

27

Pennsylvania.
