Bill Title: As enacted, revises requirements for amounts of goods or services that may be procured without requisitioning through the department of general services or for contracts that may be entered into without approval of certain government officials; permits competitive negotiations on certain contracts upon approval by the chief procurement officer; revises other related provisions. - Amends TCA Title 12, Chapter 3 and Title 12, Chapter 4.
