Fiscal Analysis
The bill would amend the Parks and Wildlife Code to change the sources of revenue deposited into the Game, Fish and Water Safety Account No. 9 ("Fund 9") to include money received by Texas Parks and Wildlife Department (TPWD) for certain boater education courses, examinations, and deferrals.
The bill would amend the uses of money in Fund 9 to include administration of the boater education program established under Section 31.108 of the Parks and Wildlife Code.

Methodology
Based on the analysis of the Comptroller of Public Accounts and amounts identified in the Comptroller's 2024-25 Biennial Revenue Estimate, the table above reflects estimated revenues generated from boater education courses, examinations, and deferrals that would be deposited to the credit of Fund 9 instead of the General Revenue Fund each fiscal year under the provisions of the bill. This analysis assumes a gain of $381,000 to Fund 9 in fiscal year 2024 and $389,000 each fiscal year after and a corresponding identical loss to General Revenue each fiscal year.
This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either in, with, or outside the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.

There would be no anticipated technology impacts to Texas Parks and Wildlife Department and the Comptroller of Public Accounts.
