No significant fiscal implication to the State is anticipated.

The bill would increase the penalty for the offense of trafficking of persons from a second degree felony to a first degree felony if the actor recruited, enticed, or obtained the trafficked person from a correctional facility while the actor was confined in the facility or intentionally, knowingly, or recklessly impeded the normal breathing or circulation of the blood of the trafficked person by applying pressure to the person's throat or neck or by blocking the person's nose or mouth.

It is assumed that any fiscal impact and any impact on state correctional populations or on the demand for state correctional resources would not be significant.

Local Government Impact

It is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
