A BILL TO BE ENTITLED
 
AN ACT
  relating to a prohibition on the sale of court records filed through
  the statewide electronic filing system.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter I, Chapter 51, Government Code, is
  amended by adding Section 51.808 to read as follows:
         Sec. 51.808.  PROHIBITION ON SALE OF COURT RECORDS. A person
  operating a system approved by the supreme court as required by
  Section 51.803 to electronically file a court record in a court in
  this state as part of the statewide electronic filing system may not
  sell or offer to sell a copy of any court record filed through the
  system unless the person selling or offering to sell the document is
  the clerk of the court in which the document was originally filed. 
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
